The purpose of a crush washer is to seal, it does it with thin, malleable metal that conforms to the case and bolt head. Just tighten it gently, wrist tight. Too many crank on them, eventuially either pulling the threads or worse, cracking the case.

These bite into the crush washer and seal it.
